The online seminar titled “Updates on Legal Regulations on Greenhouse Gas Inventory and Vietnam’s Carbon Market” attracted the participation of many enterprises operating in major emitting sectors such as iron and steel, cement, and thermal power, as well as organizations interested in greenhouse gas inventory, emissions allowance management, and preparation for Vietnam’s domestic carbon market.
As emissions reduction requirements are shifting voluntary commitments to compliance obligations, timely updates on legal regulations, the standardization of emissions data, and the development of a greenhouse gas management roadmap have become urgent priorities for many enterprises in Vietnam.

Enterprises Need to Take a Proactive Approach to Greenhouse Gas Inventory Requirements
At the seminar, experts shared key updates on the legal framework for greenhouse gas inventory, emissions mitigation, and the carbon market in Vietnam. These are issues that will directly affect large emitting facilities during the 2025–2028 period, especially as enterprises are required to prepare greenhouse gas inventory reports, emissions mitigation reports, and fulfill obligations related to greenhouse gas emission allowances.
One of the key messages highlighted during the program was that enterprises should not wait until reporting deadlines approach before starting to collect data. A greenhouse gas inventory requires a clear input data system that is traceable, comparable, and verifiable. If data on energy consumption, fuel use, raw materials, or production activities remains fragmented, the reporting process may take significantly longer and carry a higher risk of inaccuracies.
Legal Changes in Greenhouse Gas Inventory and the Carbon Credit Market
Vietnam’s legal framework for greenhouse gas emissions mitigation and the carbon market has entered a stricter implementation phase through the latest regulatory documents, including Decree No. 119/2025/ND-CP, which amends Decree No. 06/2022/ND-CP, and particularly Decree No. 29/2026/ND-CP on the domestic Carbon Exchange.

March 2025: Deadline for submitting the 2024 greenhouse gas emissions inventory report.
December 2025: Receipt of pilot emission allowance allocation decisions for three key sectors.
March 2027: Preparation and submission of the greenhouse gas emissions mitigation results report.
October 2027: Receipt of emission allowance allocations for the next compliance period, 2027–2028.
December 1, 2027: Submission of the verified greenhouse gas inventory report for the 2025–2026 period, validated by an independent verification body.
December 31, 2027: Deadline for fulfilling the obligation to surrender emission allowances to the State via the National Registry System.
January 31, 2028: Transfer of unused emission allowances to the new compliance period.
Application of Technology in Greenhouse Gas Inventory and Emissions Management
In addition to regulatory updates, CIC also introduced the Net Zero 2050 App, a software platform designed to help enterprises conduct greenhouse gas inventories and manage emissions data in a more systematic manner.
