Dien Bien Department of Construction and CIC Co-Organize Training on Applying Building Information Modeling (BIM) in Construction Activities

This workshop was implemented under Plan No. 2155/KH-SXD dated July 14th, 2025, issued by the Dien Bien Department of Construction, which outlines the organization of a BIM application training conference and the guidance on implementing several tasks within the scope of state management in the construction sector during the restructuring and reorganization of the two-level local government system. Accordingly, on the afternoon of August 1st, 2025, the Dien Bien Department of Construction held a training session to provide guidance on the implementation of state management tasks related to the construction sector. Representatives CIC Technology and Consulting JSC participated to deliver the BIM training segment tailored to the Department’s activities.

The workshop attracted participation technical officers of commune and ward-level People’s Committees across Dien Bien province. The training content focused on guiding the implementation of key tasks in the areas of construction activities, building materials, housing and real estate, infrastructure management, urban and rural planning, construction permitting, and construction order management—especially in the context of a streamlined and more efficient local government structure, with BIM being adopted as a modern tool for construction management.

During the training, lecturers and speakers the Dien Bien Department of Construction presented specific topics, including:

•    The authority and responsibilities of technical departments at commune and ward levels in managing construction tasks after administrative restructuring;
•    Procedures for handling construction-related administrative documents and applications;
•    Key updates and changes in guidelines the Ministry of Construction and the Provincial People’s Committee regarding organizational structure and coordination between levels of government.

In addition to the training sessions, the workshop also provided space for open discussions, allowing participants to share real-life challenges and difficulties enered in their localities. The Dien Bien Department of Construction acknowledged these inputs and committed to continuing to provide guidance and support to local authorities in implementing their assigned tasks.

Through the workshop, grassroots technical staff were able to consolidate their knowledge, update new regulations, and strengthen their capacity to fulfill their duties during this transitional period. This is a practical activity aimed at ensuring the effectiveness, legality, and stability of state construction management, contributing to infrastructure development and urban growth in the post-restructuring context.
